A few people in Cuba are using Wild Blue satellite internet.

I wonder if this is what this is about?

The equipment is very low-power and if installed below ground level (in a hole with a rf translucent covering) Nearly impossible to discover. The uplink beam is very tight with little spillage off the sides. The little systems put a good signal into the bird 23,000 miles up.

You can use Wild Blue to make phone calls, the distance to geosync orbit causes a slight lag that can be annoying.
