The White House establishes the culture in the Executive Branch. It is extremely partisan. I have attended telephone meetings with WH staff where they pressed us for local contact information so they could set up a pro-Obama machine in our area. I was on the call to learn about a new initiative being rolled out and how it would affect local government, not to promote Obama.
