The news item doesn’t mention the name of either party in the dispute.
It is possible that this is a manufactured news item as are the hundreds of urban legends that editors repeatedly run as news items because they make good fodder. They’ve run them for decades and not all of them can be that stupid to fall for old myths.
You are most likely right, they have to drum up some reason for being needed, just like about every thing else in this so called educated society.
