Prisons aren’t supposed to be resort hotels.
Many years ago, on a tour of Alcatraz, the tour guide mentioned that they took great pains to provide good food to the prisoners. It cut down on "incidents" if the prisoners were well-fed, and presumably happier (happy being a relative term if you're incarcerated in an above-ground dungeon on an island in the middle of cold, shark infested waters).
