Actually democrats are racists. They prevent urban blacks from the education that would allow them to succeeded, leaving a birth to prison track as the only option. How about a fourth or fifth?
People who have no trust or reason to trust in the law or authority *and* feel that they literally have nothing to lose, will do or take as they please. The Law be damned.

People with a very short ‘event horizon’ for gratification often do things or take actions with thinking of any consequences...
i.e - Bro’s in da hood - worry about the next (booze/blunt/woman/whatever) and not what might come next week or the fallout from their actions....
People like Carnegie - they worry about what effect their decisions and actions will have on the grandchildren.
Each has a vastly different outcome in life.

Another thing to consider is that record keeping and statistics, or even the concept of keeping accurate statistics varies greatly from place to place.
