The word 'dikes' is widely used to mean 'diagonal cutters', a kind of wire cutter. To 'dike something out' means to use such cutters to remove something.

And yes, we did make jokes about it.

I work in the maintenance department of a maximum security prison. We once got a call from the infirmary for this exact issue. I suggested that someone go down there with an angle grinder, plug it in and pull the trigger, and I bet that would make the thing fall off. (think about it) We never got the chance to find out, since one of the nurses got it off before we could convince our mechanic to go take care of it. It did generate a work order, which is still displayed on our wall.
