I know that decades ago, one had to have a blood-test prior to getting married to make sure than the couple were not related although they coined it as testing for STD’s. A county official told me that was the actual reason for blood tests, although she might have been joking.

She was not joking, she was flat out lying to you.

A blood test can not tell if you are related. Only if you are possibly not. Until the 90s paternity tests could only rule you out as the father. It could not say that you were the father for certain.

It was exactly what they said it was for, a test for STDs.

Mostly correct. The first generation may or may not have issues. If they do it is usually because both were carrying a recessive gene.

Second generation is where the trouble starts.

With the Egyptians and the Inca Royals where it was usually half brother marrying half sister it often was about the third generation where trouble started and the fourth generation was usually unable to produce viable offspring.
