A conversation will take place if we can actually exchange information with a whale. Emitting noises that animals respond to with unintelligible noises of their own does not count as a conversation. We know whales are very intelligent, and I'm sure some form of conversation may be possible some day, but this isn't it.

Admittedly I didn’t read the whole story but I assume this story is about aliens of the extraterrestrial type not the illegal ones.
