The Joint Directorate of Intelligence: A Hypothetical Scenario

An example of the Joint directorate at work.

1- Let?s assume that the CIA?s primary focus is Islamic Governments, Societies and political movements

2- Let?s assume the Military?s Primary focus is Islamic Militaries, Terror groups and WMD sites.

3- Let?s assume the FBI?s primary Focus is Espionage and Terrorism on US soil.

Now let?s see how all the three could work together in hypothetical situations.

A- Terror threat:

Now the military?s primary focus would be Islamic Terror groups and to take them out on foreign soil. The military could pursue leads from terror groups to Islamic movements only if a situation warrants. The CIA?s primary focus would be Islamic political movements, but it would pursue leads from political movements to e terror movement if it finds such leads.

Now the military would hunt Islamic terrorists; while the CIA would try to politically maneuver to overthrow or force Governments to crack down on those groups. The Joint Directorate would then fuse these leads and manipulate the entire picture. The minute a suspected terrorist shows up on US soil, the Joint directorate would alert the FBI to him.

B- Islamic WMD threat:

Here the Military?s primary focus would be security at WMD facilities, since it would be required to take the facility out or address the threat from it in some other way. The military would have the perfect tools to do so considering its knowledge of it?s own WMD arsenal and facilities and the means and procedure required to address such a threat. The military could pursue leads from the WMD facility to the political government and hand the asset over to the CIA if it thinks it might be useful to the CIA or hand it over to the FBI if the trail leads to the US. The agency could hand over the asset, keep him or jointly use him depending on the utility of the asset. Now the CIA?s primary focus would be of Islamic governments; it would pursue leads from Islamic governments to WMD facilities and then hand an asset over to the military if it finds one. The Joint directorate would co-ordinate the effort of the different agencies; each specialized in a different area.

As can be seen the different agencies would have different focuses, but could develop leads into each others domain as they follow a trail; this would result in specialized agencies dealing with a particular situation and having a slight overlap or insight into another agency?s domain as well for an alternative view on a given issue.

The military would have to decide on its own about the information it needs about WMD facilities and the CIA about the stuff it has to do to manipulate Islamic Governments, Political Movements, societies and economies. The Joint directorate would have little or no say in the area of specialty of the different agencies. It would however set a joint goal for the agencies and then co-ordinate the work of the different agencies to help achieve those goals.

The Joint Directorate would fuse the work of the different agencies by serving by feeding information from one agency into another agency and planning for joint operations. The Joint Directorate would have to incorporate its staff pool from all the different agencies much like the Joints Chief of staff in order to be able to co-ordinate between the different agencies.

For security reasons the Joint Directorate would keep the military?s WMD intelligence shielded from the CIA; while it would keep the CIA?s political intelligence shielded from the Military.

This is essential to limit the espionage effort of foreign intelligence agencies by dividing the information between different agencies and keeping foreigners completely out of the staff of the Joint Directorate.

The Joint Directorate would relay the Military?s WMD information to the CIA and the CIA?s political information the military, only whenever it could fit into the big picture and help the other agency?s efforts on a strictly need to know basis.

The NSA could be employed to recruit a vast pool of Western Linguists to monitor the Islamic cadres of other agencies to make sure they aren?t working for a foreign government.

From the above it is very clear that the Joint directorate would be serving as a large research and analysis body; gathering and analyzing information from the different agencies, passing it to other agencies on a strictly need to know basis, devising a common goal for the different agencies, and then formulating a Joint plan for the achievement of that goal by dividing the effort between the different agencies.

The Different agencies would however devise their own plans regarding their own specialties such as WMD Intelligence and Political Movements etc with little or no interference from the Joint Directorate.

It however is very important not to give this Joint Directorate the authority to Snoop on US citizens, other than the tracking of Terrorists through the FBI. This Directorate should be geared towards foreign and Islamic terrorist; it shouldn't turn the US into a Police or totaltarian state by keeping tabs on every US citizen.
