I am going to carry out a Historical analysis of Islamic terror movements. I am then going to look at the facts we know about the recent bout of Islamic terror from the past one decade. Once the facts are listed; I am going to connect the facts and fill the blanks with pieces that would best complete the picture. I would finally analyze the Islamic mindset and devise measures to address the Islamic world.
A- Historical analysis of Islamic terror movements:
From the 50?s to the 90?s; the Soviet Union sponsored several socialist terror movements which included some Islamic socialist terror movements; as such Abu Nidal and the PFLP etc. However with the fall of the Soviet Union and crippling sanctions against Libya and Syria, most of these movements would now either be extinct or pushed firmly into the side lines to the point of irrelevancy. But, since the Islamic world thinks as one bloc; there is a possibility that some of these movements would have hooks into and could provide crucial information on some of the other terror movements and State Sponsors of Terror. This is an area that needs exploration and could help the West with crucial Intelligence. These countries being secular in character, and robbed of their terror potential with crippling sanctions might hold the greatest promise of reform within the Islamic World and might even offer resistance to radical Islamic thought because of their secular character. This is an area that needs to be studied first and then explored, if the study uncovers a potential. However as with all Islamic countries, one should be mistrustful of both their sincerity and motive. Moderate Baathists in Iraq might be useful in dealing with the insurgency in Sunni areas. And if faced with the choice of having either Sunni zealots of moderate Baathists in a future Iraqi Government; I would choose moderate Baathists over more radical elements without the slightest hesitation.
The Late 70?s and early 90?s saw the emergence of two new Centers of Islamic thought, Terror, and WMD pursuits; Iran under Khomeini and the Pakistan-Afghanistan region under Pakistan?s Zia.
Iran sponsored Hizbollah and Hamas as its terror movements; which might even have ties with older socialist terror movements; considering Iran?s ties with Syria and Algeria. Khomeini also garnered Shiite minorities across the world into cohesive terror and political movements in countries like Lebanon, Pakistan, Afghanistan, India, Kuwait, Bahrain and even some central asian states.
Since Al-Qaeda seems to be the remnants of the War against the Soviets in Afghanistan; it would most likely be an amalgam of Islamic fanatics gathered to fight the War;their patrons in various islamic political parties; their recruiters, the Islamic cadres in Western Intelligence; their trainer and operators, Pakistan; and their financial sponsors the Saudis. It seems that this bunched based in the Afghanistan-Pakistan region spawned terror and political movements in far away places like India, Bangladesh, Afghanistan, Chechnya, Bosnia, Algeria etc. Since this War was largely funded by the Saudis and the West. It is very likely that it could have hooked up with other Islamic movements through the Arab connection and Islamic cadres in Western Intelligence. As far as the links of this region to socialist terror are concerned; One has to bear in mind that Pakistan?s Premier Zulfiqar Ali had close ties to Libya and Syria; King Hussein sided with Saddam during the First Gulf War and might have had some influence with the Afghanistan-Pakistan region as well; before this the Saudis also backed Saddam against Iran; so this region might have some distant though unlikely linkages to Socialist Arab terror. However this region would have substantial links to Iran backed terror, because the Shiites being a minority within the region could have also formed Islamic cadres in Western Intelligence from the region; besides even though most of the Afghan groups were allied to the Saudi-Paki camp, some were also allied to Iran.
The First Gulf War might have forced the West to rely on Shiite cadres recruited by Khomeini as its allies against Saddam. It is possible that Shiite cadres in Western Intelligence from the Afghanistan-Pakistan region, together with Sunni cadres in Western Intelligence, Pan Islamic parties like Jamiati Islami; and close ties between Pakistan and Iran during the early 90?s could have brought the Paki-Saudi and Iranian camp together during the early 90?s and they might have then grown somewhat distant during the Taliban reign.
B: An effort to Trace the Roots of the Present Islamic Problem: In order to address the Islamic Problem, we have to start out with a set of facts. We have to then use logic to link the facts and fill the blanks with. Finally, we have to devise measures to address the problem.
I- Facts: We know the following things for a fact.
1- Islamic terror waged by entities such as Al-Qaeda, Hezbollah, Hamas etc. 2- Islamic WMD pursuits by countries like Iran and Pakistan. 3- Islamic thought propagated by Iran, Pakistan and Saudi Arabia; their Governments, scholars, political and Islamic parties and cadres in Western Intelligence. 4- Islamization of moderate societies like Turkey and Malaysia etc.
II- An effort to link all of this together and fill the blanks.
Through the 90?s Islamic regimes and societies embarked on a quest for WMDs and sponsorship of terror as their vehicles to a World role. During this period Moderate Islamic societies such as Turkey and Malaysia were Islamized, others like Saudi Arabia radicalized; while Iran, Pakistan and Saudi Arabia embarked on their quest for global dominance with the pursuit of WMDs and Terror.
The West has to pause and take a look at the role played in this radicalization and Islamization of the Islamic world by enemies like Iran, allies like Pakistan and Saudi Arabia, and Islamic cadres and middlemen. The West has to see If Iran, Pakistan, or Saudi Arabia were responsible for the radicalization of these societies. It has to figure out, how such drastic radicalization could take place under its own nose; unless its Islamic cadres were a party to it. I mean why the West was unaware of the Islamization of Turkey and Malaysia, the radicalization of Saudi Arabia and the pursuit of terror and WMD proliferation by Iran, Pakistan and Saudi Arabia.
The West has to find the entities responsible for this trouble and then devise measures against them.
Iranian ties to Al-Qaeda can be proved by the fact that it has given shelter to Al-Qaeda fighters. Pakistan and Saudi ties to Al- Qaeda can be proved by the presence of Al-Qaeda on their soil and their support of the Taliban. Al-Qaeda?s influence within the Yemenese, East African, North African, and Turkish societies can again be proved by the origins of Al-Qaeda people arrested or attacks staged within those societies.
The West has to take a closer like at both its Islamic enemies and allies to find, who all could have been behind this. It has to see If Iran and Pakistan could be fearing an Iraq like War against themselves and actively aiding the insurgents in Iraq. If the Saudi Kingdom would feel a greater threat from opening up to the West or from the extremists within. It has to see, It has to see If Syria or Libya would aid the insurgents in Iraq to prevent similar measures against themselves or if they are so fragile themselves that they wouldn?t dare support the insurgents. It has to see if other Islamic middlemen or translators etc would lose their utility to the West, if there were no terrorists to do the bidding for them. It has to see if its allies are on a quest for Islamic glory or if they would genuinely welcome Western Style reforms. The Answers to these questions would determine where each entity stands vis-a-vis US policy. Their stance on Iraq within the UN would further elaborate their position.
Finally the West needs to make it very clear to the Islamic world that the West wouldn?t slowly bleed to death in Iraq; that it would instead pursue terror sponsors beyond Iraq?s borders at their very source. That the West has an elaborate set of tools available to do so.
1- The West could bomb the Islamic world into oblivion without committing any ground troops at all. It could do to the Islamic World what the jungles in Vietnam prevented from being done in Vietnam. 2- The West could sanction and isolate the Islamic World into oblivion much like Vietnam, Libya and the Soviet Union. 3- The West could break the Islamic world into small little states carved along ethnic lines; robbed of their Islamic sentiment and the means to pursue WMDs or sponsor terror. 4- The West could take Islamic WMD might out with limited strikes that could entail the use of all requisite munitions. It could then break these countries up through secessionist forces.
The Islamic world has to realize that this is a war that it cannot win. That the West would break it up like the Soviet Union; unless the Islamic world embarked on long term reforms that would see the dismantling of their WMD facilities, the hunting down of terrorists, and the outlawing of Islamic parties, schools and bussineses. Furthermore, the Islamic world should be held responsible for sealing their borders to prevent insurgents from moving into Iraq and Afghanistan. It should further furnish the West with the details of the militants sent by them into Iraq; failing which, the West would proceed to address terror at the State sponsors of terror.
As far as Islamic cadres in Western Intelligence are concerned. It doesn?t take rocket science to figure out that these cadres together with Iran, Pakistan and Saudi Arabia might be responsible for most terror. These cadres have been completely useless in fighting terror, useless in de-islamizing Islamic societies, useless in preventing nuclear proliferation and useless against the insurgents in Iraq. The situation in Iraq might have actually improved, if Islamic cadres hadn?t been relaying vital information to the insurgents.
The First and Foremost requirement of Western Intelligence in my Opinion is to recruit a massive pool of Western Linguists to carry out translations, formulate policy and take direct control of Islamic assets in the field. It should then decommission the Islamic cadres from the past which have been responsible for the Islamization of the Islamic world and replace these with a brand new cadre of Muslims composed of secular secessionists. These should be quarantined from the older cadres to prevent from being influenced. These new cadres in my opinion are the only way to wipe out the insurgency in Iraq and de-islamize the Islamic world.
Shiites and wahhabis should be only incorporated into governments; where they are a necessity because of their large numbers. But since both these religious sects have strong loyalties to their respective mullahs and the countries of Iran and Saudi Arabia; they should be avoided as cadres; where preference should be given to secular secessionists like the Kurds.
C- The Islamic Mindset: I would try to make an effort to first understand the Islamic mindset and then based on that mindset; devise measures to address the Islamic world.
You can?t really expect people you?re at war with to serve your interests.
It doesn?t take rocket sense to know that every segment of the society serves its own interests; and that when two segments are at odds, they undermine each other?s interests to serve their own.
Islamic cadres in Western intelligence and elsewhere can?t be trusted to serve US interests; when their values are at great odds with the interests and values they are expected to serve. Western and Islamic values are so antithetic; that practicing Western Values could earn you death in an Islamic culture, where an exercise of free speech and free choice; that is any criticism of their prophet, conversion from Islam and Sex are punished with death. Similarly practicing Islamic values in Western culture can earn you a prison term; where Islamic polygamy, slavery, concubines, stoning people to death or amputating their limbs could buy you an awful lot of prison time. In addition whereas crooks, lies, treachery, and servile sycophancy are considered essential traits for success in the Islamic world; they are considered as dangerous and destructive vices in the Western world. Similarly whereas individual freedoms, personal responsibility, honesty, uprightness, individuality and kindness are considered as essential ingredients for success in the Western World; they are thought of as ruinous vices in the Islamic world.
The differences aren?t just about values and practices; there is also a fundamental difference in upbringing; which predisposes Western individuals to respond to love and Islamic individuals to respond to the stick. Western Individuals are raised with love; so they respond to love and stubbornly rebel against cruel, unjust and stifling measures. Islamic individuals are raised with the stick and taught to curb their individuality, so they respond best to the stick and exploit kindness as a weakness. Islamic parents, societies and governments generously use the cane and condition their people to respond to the stick and to exploit kindness as a weakness.
People practicing values that are at such odds can?t be expected to serve an opposing set of values without feeling severe discomfort from within. Finally people lacking integrity and generously indulging in lies, deceit and conspiracies would constantly undermine the opposing set of values; while continuing to profit from it with cover ups and lies.
As far as dealing with primitive Islamic societies is concerned; it?s very difficult to condition people to respond to kindness, when they are likely to take it for a weakness and exploit it. It is equally hard for people raised with kindness to use the stick and not be at conflict with them from within. You also cannot generously over indulge in the use of the stick; unless you are ready to adopt draconian Islamic measures to quell any ensuing rebellion. Trust, truth, integrity and honesty again are things that are not just there in the Islamic world.
It would seem that all of this would distill into the following set of measures against the Islamic world.
1- Be very firm with the Muslims. Never trust their word of mouth and always watch out for conspiracies from them. You have to closely monitor them with a set of Western Linguists to hold them in check. You also have to limit their power to conspire and sell you out by keeping them out of policy positions and enforcing strict checks against them. 2- Always choose secular secessionist Muslims over all other Muslims to ensure some loyalties to Western life style and minimize loyalties to Islam and their countries of origin. 3- Use the stick whenever it?s necessary; but never over indulge in its use; because you can?t resort to the same draconian measures that the Muslims would to quell rebellion. It has to be mostly the stick, but a carrot at times as well. You have to mostly feed the secularists on a staple of carrots and the Islamists, the stick. But at times, a stick would always come in handy with the Muslims; so have it nearby. The radical and secular Muslims would differ in philosophy and might have differing loyalties to Islam, but some loyalties to Islam might still be there; moreover they would both have the same traits of lies, deceits and conspiracies since they are products of the same culture. So one still has to be firm with even with the secularists, but to a lesser degree than the radicals. Finally never let the Muslims rob you of the humanity within you; they would constantly try to bring out the worst in you, both with their cruelty as enemies and their lack of ethics as advisers; never stoop down to their level, because it took centuries of civilization to lift you out of there. This would be the greatest injustice to your ancestors, your parents, your civilization and your country. 4- Make an effort to raise a new generation of Muslims with Western values and ideals so as to limit conflict. 5- We have seen that secularists like Saddam and Assad can also aspire for a global world role. We have seen that every Muslim country that had the financial muscle; has aspired for a World role in terms of its sponsorship of Terror and pursuit of WMDs. We have seen how Iranian, Libyan and Saudi oil money, re-enforced their Islamic identities and energized their quest for Islamic glory. We have seen Soviet, Islamic and American monies do the same to the Afghanistan-Pakistan region. People with nothing struggle to survive; while people with the means aspire for more. Because of this it is very important to develop Islamic economies just enough to provide them with jobs and keep them busy but not to overdevelop them to an extent that they would threaten the world outside with it. A social change needs to take place within the Islamic world with their adoption of Western practices and respect for human life and freedoms, before the Islamic World can be trusted with modern Industrial might. Modern Industrial, oil wealth, technology transfers and aid monies can prove lethal in the hands of the Islamic world unless it undergoes a social change first. 6- Finally never let Islamic values take root in the West; for they would destroy centuries of civilization, shackle the human spirit, and cause irreparable harm to mankind.
The west can best address terror in the follow manner.
1- Push Muslims out of translations, policy, analysis and agent running roles and replace with them Western Linguists.
2- Recruit secular secessionist Muslims to break Islamic countries along ethnic, linguistic and tribal lines.
3- Take Islamic WMD and Military might and then unleash the secessionists to break these countries up into secular ethnic states.
4- Restrict Islamic travel to the West and make Islamic communities within the West realize that terror attacks would mean job losses and deportations for them to make sure they resist such acts from within.
