Was the Clinton Administration a rewrite of "Chitty Chitty Bang Bang"

The kids wanted to watch a movie the other night; after much haggling we all settled on "Chitty Chitty Bang Bang". Now while watching it, something strange happened.

Now, I'm a big movie buff. Much like Lieutenant Kinderman in "The Exorcist" I like to talk film, discuss it; but I'm really stumped on something. That hardly ever happens, film wise, so I hope I can call on all of your collective knowledge to help me through this. My problem is this: I think I've seen a whole third of the movie somewhere else, and I can't remember where. Was it borrowed from some other film, or did some other film copy "Chitty Chitty Bang Bang"?

Basically, I can totally remember seeing the rulers of the Kingdom of "Vulgaria". This must have been used in some other movie I've seen recently, and it's killing me. Can you match these characters up for me?

First, we have Baron Bomburst. The Baron is a man totally ruled by his whims and impulses. Seemingly affable when he had his way, he could be downright vicious to those he believed were preventing him from getting whatever he wanted. It also appeared that the kingdom suffered because he was more interested in himself than in doing right for his subjects.

Next up was the Baroness, a prototypical blonde shrew. While doing her best to seem gracious and welcoming, in reality she was an icy woman with a grating voice, totally consumed with the power that being baroness of Vulgaria gave her. The Baron and Baroness had a strained, loveless marriage, which they obviously kept up only for the sake of appearances.

The Baron's chief minister was a person of indeterminate sex whose primary job it was to snatch children.

This is just driving me nuts. This other movie is right on the tip of my tongue, and I can't remember the title. If you can, please drop a comment.

On second thought, never mind. From what I remember of that other film, it totally sucked.
