Israel’s weather machine

I found an article on Aljazeera.com (not related to the satellite tv station) about the monsoons wreaking havoc in India. Originally I was surveying the front page of the site trying to figure out if they reported anything not blatantly anti-America or anti-Israel, and saw the monsoon story. The article looked normal enough and I was about to click away when I noticed they had comments:
What I want to know is, do the United States and Israel share the weather machine? Or do they each have their own?
