A little bit of background information on the subject first: as many of you may know in most States Americans have the right to carry a concealed gun for their own protection.
In 37 states, you can apply for a CCW (Concealed Carry Weapon Permit) with the County Sheriff or the local PD after you passed through a CCW safety class, demonstrated your ability to safely handle and fire a handgun, demonstrated you have the knowledge about the laws dealing with the right of self defense, passed a background check and pay an application fee. The law requires the law enforcement agency issuing the permit to examine all the paperwork you submit and if you accomplish all the requirements, by law they must issue you a CCW. That type of law is called "SHALL ISSUE"
In 2 states (Vermont and Alaska) any law abiding citizen who can legally own a firearm can also carry a concealed handgun (despite this, I never heard about blood-baths happening in the two states) That type of law is called "UNRESTRICTED"
In 2 states (Wisconsin and Illinois) the law denies any citizen the right to apply for or carry a concealed handgun. That type of law is called "RIGHT DENIED"
And finally, in 9 states (California among them), the law says that you may have a CCW permit issued if you are pass a background check, take the CCW classes and...get this: present the Sheriff or the local Chief Law Enforcement Officer with a "good enough reason" for them to issue you CCW a permit. That type of law is called "MAY ISSUE"
This pretty much means that the CCW issuing policy is left alone at the sole discretion, without any checks and balances to a single individual. That individual may or may not like the way you dress, the color of your skin, the car you drive, or simply - your hairstyle. Nobody can interefer with his decision, period. All he needs to do is to write "Reason not good enough" on your application, and that's the end of it.

As such, there is no surprise that a lot of Chief Law Enforcement Officers in such states are using this "MAY ISSUE" type of law to severely restrict the right of ordinary citizens to protect themselves while in the same time are issuing CCW permits only to influential people in order to gain political or some other type of advantages. The most notorious case is that of the LA County Sheriff Lee Baca who denied and continues to deny CCW permits to regular citizens who really needed them (some of the applicants were victims of repeated crimes of violence and some even lost their lives after being denied a CCW permit).
Same Sheriff Lee Baca has a policy of issuing CCW permits to pretty much any Hollywood celebrity -actors, directors, movie producers; he will issue as a favor to any Democrat politician powerful enough and with the right connections to return that favor; or to anybody else that can have the power or the money to put his picture and a favorable article about him on the front page on the LA Times.
What very few people know (myself among them, until this morning) it is the truth, cause and history behind the "MAY ISSUE" CCW law in California - racism.

The following article appeared in the San Francisco Chronicle on July 15th, 1923. It mentions that California's CCW (Concealed Carry Weapon) law was passed specifically to prevent Chinese, Latinos and legal immigrants (non-naturalized permenant residents) from being armed. (Emphasis added.)
Note that this was from a time in California in which Hispanics were segregated into separate public schools.

Stringent regulations against carrying concealed firearms or explosives, and prohibition against possession of other deadly weapons become effective on August 7, under the Hawes bill signed by Governor Richardson.
The new measure will install a uniform licensing system for carrying concealed weapons. Licenses now in existence will become inoperative December 31, 1924. O. K. URGED

ACT EXPLAINED Possible unconstitutionality of the provision against possession of weapons by non-naturalized residents was admitted in McKissick's letter to the Governor urging signing of the bill, but he pointed out that if this clause should be held invalid the rest of the act will not be affected and that if it can be sustained that it will have a "salutary effect in checking tong wars among the Chinese and vendettas among our people who are of Latin descent."
The provision for additional sentences where weapons are used in committing a felony is one with a sliding scale. The first time the added penalty is from five to ten years; the second from ten to fifteen; the third from 15 to 25 years, and only on the fourth offense it is possible to add more than 25 years to the sentence imposed for the crime itself.
The Ku Klux Klan in a parade in Anaheim, California, in 1924, the same year California's CCW law passed, with the purpose of disarming Latino and Chinese legal residents. California's CCW system is still regulated under this law.
California's CCW law is one of the last Jim Crow laws still in force in the United States. It is well-documented that the purpose of California's CCW law was to keep legal residents of Latin origin from being able to defend themselves, and it dates from an era when Latino students were segregated in schools as a matter of policy.

I think perhaps it should have been entitled, "The African Americans are slaughtering each other in our US Cities"
Baltimore, PROPER, which is reflected on the map has 64.34% Black or African American, 31.63% White.
This Baltimore Sun map shows a terrible problem, but does not clarify who the murderers are.

That's right a small percentage of people, generally gangs and drug dealers, in our large cities are causing the majority of the gun related homicides in the US. Do not allow this data to be covered up or hidden. Do not allow the gun control nutcases to take away your self defense weapons.

Those are very interesting maps. It’s blacks killing blacks.
You know the saying about packing a pistol, permit or not, “better to be judged by 12 than carried by 6”.
I am doing some research on this matter in Orange County, California and it is not totally correct to say that this was a rigidly enforced policy, at least in the this area. While many Hispanic students were forced to attend segregate schools in Orange County, and I have talked with one who was, there were others who were integrated with white school children. It is difficult to get a grasp of the factors involved but it may have included the color of the children's skin and their ability to speak English.
A lot of people do not realize that in the 1920’s San Diego had splinter groups of the KKK that targeted Mexicans and Jews. Two of the more prominent groups were the Minutemen and the Silver Shirts.
We need to get all 50 states to ‘Unrestricted’ status.
I'm not sure how you think a map of Blacks murdering other Blacks in Baltimore proves anything about why "May Issue" is an acceptable (certainly anti-Constitutional) restriction on guns. Maryland is a "May Issue" state. I don't know the specifics -- so I may be on thin ice since I have no hard numbers -- but I doubt many of the murders committed in Maryland are committed by people who would be even be eligible under "May Issue," so again, the point of "gun-control" is to disarm those who aren't committing these crimes.
I shouldn't speak for the author, but I think that is the ultimate point of this post.
I am not a sociologist but even I can see that the Black community has a serious problem with firearms. I don’t know why this I just see it as obvious to all who look without bias at their culture.
I don’t know why someone would choose to settle anger with violence or use the threat of a firearm to commit a crime. These are two things that the Black community is known for.

That isn’t wholely true, about all Hispanics attending segregated schools.
I attended shools all over southern Cal during the ‘50s. None were segregated, not even the ones in Orange County. In fact, many Hispanic children attended Parochial schools, like me, and received fine educations.
I think the authors ultimate aim is to point out that restricting decent, law abiding citizens access to CCW causes mayhem in the inner cities. Race today is irrelevant.
It doesn't upset me, and as someone who attended inner city schools (who is also no sociologist) I will agree that Black people are more prone to settle issues with violence -- with and without firearms -- than white people are. I will also admit Black people commit a disproportionate number of crimes: no one can deny that. The statistics are what they are. My point is that law abiding people of any color should not be denied access to weapons. The right to keep and bear arms -- to defend ourselves -- is a right endowed us by our Creator which no temporal power may presume upon itself the power to take away.
Even as a practical and purely selfish matter, this is my right and I'm not giving it up. You know how these things go: if we allow that the government may withhold 2nd Amendment Rights in the inner city, the argument will not be that we can retain them in the countryside, but rather, that the 14th Amendment requires "equal protection." That means no guns for anybody.
If a certain number of criminals -- many career felons who have already lost their right to keep and bear arms through due process -- need to die to protect my right to keep and bear arms, it seems a small price to pay; if society will not send them to the gas chamber where they belong, they can kill each other for all I care.
This point of view is not PC either: our posts can be deleted together.
That is my point, too. RKBA is an equal opportunity right. How could it be any other way?
The folks at Jews for the Preservation of Firearms Ownership have documented the racist roots of gun control and pushed dissemination of this fact for years.
Not really new. Today’s gun control laws have the same intent. Many cities want “home rule” to pass their own gun laws just for that reason.
Dig deeper, not a black or white issue. I would bet a weeks pay that the shooter in those crimes did not have a father figure in their life. The gang becomes their family and the alpha male then becomes the father figure.
Dad's role has ceased to exits in many urban areas and that has lead to misdirected youth's.
Want to “fix” America? Get dad's back in charge of the household! Broadly speaking Mom's are not physically equipped to reign in a 15 year old male youth.
Two of my long time friends were Marines when I was in the Seabees, many years ago. They happen to be Black. If you want to hear someone rant about the cause of disprution in the Black community, either one of those men make Bill Cosby sound like soft hearted liberal. They chew on any and every Black guy that has children and didn’t hug his kids that morning. Didn’t check their homework last night, got drunk in front of his kids, didn’t support his wifes decision, you name it and those guys will talk about everything that is wrong in Black America.
Now these guys have kids of their own. Those kids wouldn’t dream of talking back to Mom or Dad. They open doors for older people, have excellent manners and got darn good grades in school. They probably wouldn’t be alive today if they hadn’t obeyed when Dad said jump. Those kids didn’t hang around with gangs because their Mom and Dad kept them busy with other things while they were growing up. Their Dad is most certainly a large part of why those children live crime free, successful lives today.
Just maybe we need to double up on recruitment for the Marine Corps in Black communities.
