The soldiers question is honest -- but it's a voters consideration, the vetting for clearances does not apply to the President. The US of A has a civilian Commander In Chief (CIC). A total spy and dishonest deluded meglo-maniac could be elected and sworn -- he gives an order it goes. We elect, we get what we elect. He's the most powerful man in history and can order the destruction of most of the world we know. But he doesn't need even a credit card report of a clearance.
