Umm, the 25th Am only has four sections. And the Constitution empowers Congress to legislate as to which officer serves as President if the President and VP can’t serve, and the current succession law (of doubtful constitutionality, but that’s another story) places the Speaker of the House and President Pro Tempore of the Senate ahead of the Secretary of State in the line of succession.

The author seems to forget that the succession goes VP, Speaker of the House, President Pro Tempore of the Senate, Secretary of State,. . .

While the payback might be sweet for Hillary, there is no way even a scandal that brings down Obama and Biden in one go would get her into the White House.
