I'm guessing the wire attached to this guy's camera ran to a remote transmitter on his belt which fed the picture into some Government agency live to direct other spies at the event. Ignore these punks, they can't stop this freedom movement!

OK, what exactly about this particular man holding a camera makes you think “government agent?” Using a video camera for license tags? He’s holding it seven feet up in the air ... was somebody driving one of those monster trucks or something?
There’s enough cause for concern over monitoring, without making stuff up, and this seems made up.
Try and check the license plate. If govt, might say so. Also check items on the inside, including a computer and radio equipment.
Then give the information to the ACLU and complain about govt surveillance. That should be fun.
Havoc can be fun if you do it right!
