Yes. But they are negative copies (like my BC). Don't know why, but some jurisdictions seem to issue negative copies of documents.

These are "photostats." Wiki, though it does show an example of a positive image, says:
Both Rectigraph and Photostat machines consisted of a large camera that photographed documents or papers and exposed an image directly onto rolls of sensitized photographic paper that were about 350 feet (110 m) long. A prism was placed in front of the lens to reverse the image. After a 10-second exposure, the paper was directed to developing and fixing baths, then either air- or machine-dried. The result was a negative print, which took about 2 minutes in total to produce, which could in turn be photographed to make any number of positive prints. [Emphasis added]

I've been around a long time, champ. There are definitely more apostrophes around now than when I was growing up.
Just because you may not have informed yourself on the subject does not make it gobbledygo'ok. I'm sincerely sorry your world has changed so dramatically as to add more apostrophes since you were growing up. It must be truly devastating. ;)
Seriously, though, the world is a smaller place and we are in contact on a daily basis with far more nationalities and cultures now than in the past. There's a strong chance when you see Hawai'i written in that manner that the writer is a native of the state. If you had grown up there, it would not seem strange at all to see both spellings.
Really. I guess you mean that figuratively. A "smaller place" with A LOT more apostrophes. For example, I never, ever saw a sign that said "PIG'S FOR SALE" until I grew up (and moved to Florida).

What he is referring to, though, is BCs issued in the period before Hawaii came under American rule, i.e., before 1898. One would have expected improvement in the record keeping at that point.
