Okay, as dirty as I feel entertaining this notion even just for debate, let me ask one very simple question:
How is it better for the world to deal with extraterrestrials as one government????
If they are a threat to take over the world, then one government is much easier to control than hundreds.
If they are not a threat, then individual (sovereign) governments can choose how to deal and interact with the E.T.s based on the wishes of the people.
