You’re just wrong in your conclusions. The quote you supply, while true, simply does not support your conclusion (or inference) that he came here for medical care. He did not. Yes the Americans fixed the previous problem, and yes they said that the French surgeon screwed up, but that was NOT the reason for the trip. Believe it or not, but that’s the way it went down.

Many folks of MODEST means run to the USA to get quality healthcare
not available in their “enlightened socialist paradises”.
I’m related to some. I love them enough to NOT ask them why one of
their first stops upon arriving in flyover USA is...
to get a second opinion from an American doctor.
Recently, one got nearly immediate for an emergency problem.
That probably would have put them on one of those week-to-a-year
waiting lists to see a specialist back in the home country.
But, like George Bailey (of “It’s A Wonderful Life”), I never
try to explain to them that many of us are fighting ObamaCare...
so they’ll have someplace to run to when they can’t get timely
and/or quality care “back home”.
