The Obamacare bill would establish an enormous bureaucracy which, once established and staffed, would be well-nigh impossible to undo.

That's not the same thing as expressly forbidding the process laid out in the constitution to make and change law, which is what your post suggested.

The giant bureaucracy that defines Obamacare will hugely expand the SEIU, which will further burden the tax system and at the same time create a permanent voting block for the Democrat party.
