I know there is another paper written by Emanuel in which is states something like you just mentioned . It’s about controlling births in the populations who can not afford to raise/care for the children. I wish I could find it but I can not remember what the title to the paper was. It was one he wrote when he was much younger. Basically forced abortions on the poor to save the government the cost of benefits. Ironically the people who support this the most are the ones who will be hurt by it the most.
Not quite a "Logan's Run" society where everyone dies at 30, but what would society be like if you were matched to someone else, and your health care increases as theirs decreases? What if you have to wait in line to have a child, waiting for a society-slot to open up for you so that the health care cash flow remains constant?
