In his district, maybe that wins votes. He has been in Congress nearly 40 years and keeps getting re-elected.
Back in the Vietnam War years, he had a peace symbol on the outside of his bank. Really gutsy thing to do...in Berkeley. Presumably his constituents are getting what they want.

He’s a “Representative” ... up for reelection every two years.
Obviously his district is as psychotic as he is.
Apparently he never got over the abuse, related to being named “Fortney”, as a kid.
