No. He is unequivocally NOT a Natural Born Citizen. He was born British and American (assuming he was actually born in Hawaii, if he wasn’t then he is British). He never was and never could have been a Natural Born Citizen based on parentage from the instant he was conceived.

Until the long form birth certificate is produced we really do NOT know who his father is.
Yes, Obama is claiming that Obama Sr. is his father, but we do not know that for certain.
I'm in the camp that says his citizenship and his natural birth status can not be proven either for or against because there simply is too much missing in the way of documentation and witnesses.
