.. Instead of spending money on communication improvement the federal government wasted it on new office desks and draperies, drawing pictures for new department seal and medals and all kind of construction and design activities.
Let’s see how the DHS performed during the second attack on US soil since 9/11: the Christmas Day bomber. Abdul Mutallab’s father told the name of the terrorist to the embassy in Nigeria... The embassy sent the name to the State Department which would have been responsible for revoking the terrorist’s US visa. However Bush added a new layer of bureaucracy and Hillary Clinton’s people sent the message to the Department of Homeland Security and there nobody acted on it...
The two biggest public relations disasters for the White House were Katrina (for Bush) and the BP oil spill (for Obama). Nobody ever examined the possibility that it has something to do with moving the Coast Guard from the Department of Defense to the Department of Homeland Security.
Both with Katrina and with the Oil Spill the Coast Guard did their job wonderfully, but the public perception was that the government reaction was too slow. The communication was not there... President Carter attempted a federal government reform. Because of him we have bureaucratic jewels like the Department of Energy that was supposed to lead us to energy independence. How’s that working for ya?

Rewriting history.
Not to nitpick but the Coast Guard used to be under Transportation, not Defense. Before that it was under Treasury.
I don’t recall the Coast Guard staying in the Department of Defense, although, during Vietnam they were subjected to call up by the president. They were paid by the U.S. Treasury.

I was aghast at Bush’s creation of this particular monster.
FBI and CIA were not included and the rest is just a mish-mash of agencies that were doing equally well (or equally not well) in their old departments.
He made more than just one.
Some of the Patriot Act stuff wasn’t great. And on principle ramming it through when hardly anyone read it in the wee hours of the night was classic democrat thuggery. Having hundreds of pages of such a bill ready to go in under 2 months begs the question it was sitting around for a long time as a wish list, just waiting for a good time to pass it.

Signing onto TARP was a big mistake, before he left office. Shoulda let Obama own that.
Should not have kept spending more and more, should have vetoed more often, more budgets from Congress. Lower taxes increased revenues but runaway spending more than took all the increased reveune away.
Not fighting harder for social security reform. Getting the repubs in Congress on board and getting himself and all of them out there explaining it better to counter the democrats.
Not changing out Rumsfeld faster when it was clear the dynamics of Iraq required a different solution set than what they had currently been doing which wasn’t working well.
Under his watch turning hourly security screeners into federal “officers” with nazi powers and the sheer pleasure of using and abusing such power.
In general growing the size of the federal government. Not a good thing.
