I wouldn’t use “failing” myself. Its more like a “betrayal.” This is intentional, not just bureaucratic incompetence.
Nothing new here. I seem to remember Tom Daschle actively trying to keep military votes from being counted.

If anything, our soldiers, sailors and servicemen and service women should be ‘super’- citizens. They should get to vote first. They should get to vote late. Every convenience should be made to them to allow them to vote.
Discriminating against those who serve should be treated as a felony crime, punishable with prison terms.
Priority NUMBER ONE for the new congress is to ensure that our brave men and women get to vote. It can be done electronically and there is no excuse for not doing so.
