Note that your article's source EIR is published out of Weisbaden Germany- home of a lot of Lyndon LaRouche's folks. Soros is a scumbag and a contradictory kook but so are LaRouche's folks:

The reason this article has the off-flavor it does is it sources one of the ex-con Lyndon LaRouche’s publications. See my note above. at the time it was written the marxist laRouchies were angry at Soros because they wanted to save the butts of their fellow marxists... the Balkans for the motherland, so to speak.
