The cop may have just been swinging the baton with out actually hitting the drunk and the cop and his friends may have been in real danger from the drunk on the ground
I'd just rather withhold judgement. You cannot see what the drunk is doing.

that the cop had reasonable probable cause to arrest the suspectPerhaps true, but you can't see what's going on out of the frame of the video
and that the suspect resisted the application of restraints
As for this the first thing that the cop reached for was the club, not handcuffs. This you CAN see from the video.
