Since 1972, when SSA began assigning SSNs and issuing cards centrally from Baltimore, the area number assigned has been based on the ZIP code in the mailing address provided on the application for the original Social Security card. The applicant's mailing address does not have to be the same as their place of residence. The man’s name is “Jean Paul Ludwig”, and he supposedly died in Hawaii in 1981.

Yes. But in order to get an original social security number, doesn’t one need to supply certain personal information, including a birth certificate? And who in Connecticut would have had the documentation to apply for Obama’s “original” social security number? And isn’t it Orly Taitz’s contention that the number assigned Obama already belonged to another person?
