I'm not sure I understand the handwringing about Obama's number. So it's from Connecticut. While we know very little about the man, we know he and his family were freaking nomads of the first order. And we're somehow shocked that he has a CT issue SS number? That's the scandal?
If he had an IL number, people would clamor that he didn't move to IL until later in life. A NY number would be scorned because "he would have needed one to apply to college"; a Hawaii number would be laughed off the forum. So, which state would be acceptable?
I got my SS card when I was about seven or eight. I was living in VA and my great-grandmother was living in FL. She applied for mine and my brothers, and apparently was allowed to do so with no problems. I remember when she gave them to us on a visit to VA.
