Will Congress limit funding for military action in Libya?

I asked Intrade to open up this contract so that anyone who knows they're right can make money on that certainty.

Joined: 03/11/2007 19:01:54 Messages: 1530 Offline I suggest we open a contract that would expire if Congress passes a resolution holding Obama to the terms of the War Powers Act by a certain date, perhaps 6 months from now.

The White House is telling Congress that President Obama has the legal authority to continue American participation in the NATO-led air war in Libya, even though lawmakers have not authorized it.

In a broader package of materials the Obama administration is sending to Congress on Wednesday defending its Libya policy, the White House, for the first time, offers lawmakers and the public an argument for why Mr. Obama has not been violating the War Powers Resolution since May 20.

On that day, the Vietnam-era law’s 60-day deadline for terminating unauthorized hostilities appeared to pass. But the White House argued that the activities of United States military forces in Libya do not amount to full-blown “hostilities” at the level necessary to involve the section of the War Powers Resolution that imposes the deadline.

“We are acting lawfully,” said Harold Koh, the State Department legal adviser, who expanded on the administration’s reasoning in a joint interview with White House Counsel Robert Bauer.

Sen. John McCain (R-Ariz.) warns his Republican colleagues on Sunday to not push against U.S. involvement in Libya for partisan gain.

Republicans on Capitol Hill have been pressuring the White House to come to Congress to seek authorization of ongoing air strikes in Libya. And House Speaker John Boehner (R-Ohio) has warned that if President Barack Obama did not seek congressional approval, the president would be in violation of the War Powers Act.

McCain, though, suggested during an interview aired Sunday on ABC's "This Week" that the GOP's complaints have little to do with concerns over balance of powers in Washington and are more centered on immediate political gain.

"I would say to my Republican friends, if this were a Republican president, would you be trying to impose these same conditions?" McCain asked. "I caution my friends, both here in the Senate and in the House of Representatives, that we don't want to do anything or pass legislation which would encourage [Libyan leader Muammar] Gadhafi to remain in power."

McCain conceded that there is a degree of "war wariness" that is motivating Republicans, but also said there is "a bit of partisanship" behind the war powers push.

Sen. Lindsey Graham (R-S.C.) said Sunday that Congress should not interfere with U.S. operations in Libya.

"Congress should sort of shut up and not empower [Libyan leader Muammar] Qadhafi," Graham said on NBC's "Meet the Press."

Congressional critics of the Libya action have been floating the possibility of defunding military operations there, or invoking the War Powers Act to force and end to the military operation.

"I would take the course that conservatives have been taking for the last 30 years -- The War Powers Act is unconstitutional, not worth the paper its written on," Graham declared. "It's an infringement on the power of the commander in chief."

"The president's done a lousy job of communicating and managing our involvement in Libya - but I will be no part of an effort to defund Libya or cut off our effort to bring Qadhafi down," Graham said.

This market will settle $10.00 if the US House of Representatives passes any measure to end or limit funding for US military action in Libya before the specified time and date.

The market will settle $0.00 if the US House of Representatives does not pass any measure to end or limit funding for US military action in Libya before the specified time and date.

Settlement will be based on the passage of any measure through the House of Representatives, as reported by three independent and reliable media sources.

The measure may be a stand-alone bill or an amendment to another bill.

The only thing I would change is the cutoff date, to July 14 or July 21. Congress can be a bit slow.
