Ever been tasered? You can’t do much of anything for a bit ot time afterwards. You can’t get your appendages to obey your commands.
You can try it out for yourself. Go out naked in the snow. Get a guy to taser you, then cuff you, then ask you to roll over.
I’ll bet you’ll be doing well just mastering the process of breathing, let alone talking.
See post 118. The guy had repeatedly refused basic commands - including to show his hands. That is truly about the worst command to ignore around a cop. So when he was lying there after being tazed, was he immobile or still refusing to follow a command? I think they could have maybe waited a bit, but they had just fought to control the guy for nearly 15 minutes.
