This is from the actual Politico article:
"The women complained of sexually suggestive behavior by Cain that made them angry and uncomfortable, the sources said, and they signed agreements with the restaurant group that gave them financial payouts to leave the association. The agreements also included language that bars the women from talking about their departures."
If there are any actual records of them receiving payments, this could be a problem

Next step is to train these women to appear credible on camera, buy them appropriately conservative clothes, buff up their personal histories, and fabricate a story of victimization for them to tell that is not contradicted by any known facts.

From reading the Politico article, the names of the women who settled in the five-figures in exchange for promising not to talk about their allegations, are being protected for privacy concerns.
You do NOT make allegations of this sort, after agreeing to a substantial settlement agreement not to talk about it, and expect any right to privacy. Until they are named and come forward, this story should be given no credence whatsoever.
If they come forward, the public can judge their credibility. If they do not come forward, Cain himself should release their names, discuss their allegations and make his public denial.
