My resolution is to send notice and billing to student and the Mexican government. If the Mexican government which should be responsible for It’s citizens fails to respond or pay the associated costs notify the student of such, tell him to go back to his native country and get the funds to get the benefits to stay in the USA. I wouldn’t mind if the student was offered and took an option of 4 years service in the USA military with probability of USA citizenship , but his Mexican citizenship must be irrevocably revoked. I don’t like the idea of dual citizens being able to vote in different countries.

No, they don't.

If they snatch your purse and give the contents to their child when caught the items will be taken from that child and restored to you. The child has no right to them as they were stolen.

If someone breaks into your home and steals your Leapfrog and gives it to their child that child still has no right to your property.

You don't have a right to stolen property even if it is given to you by the thief.

Not that hard a concept.
