I believe that Barry is a sock puppet for the powerful forces that conspired (yes, conspired) to install him. For all we know, top minds in the national security apparatus may have studied the ongoing balkanization of the country and come to the conclusion that having this man placed in the presidency at this time was/is vital to the security interests of the nation.
I've read that there are no coincidences in politics. After hundreds of hours of reading on the subject of Barry's (Bari's?) hidden past, it has become beyond obvious to me that this man has had LOTS of help in hiding who he is, and in getting to where he is now. He's completely beholden to some extremely powerful figures, and those figures may not have America's best interests at heart.
