Public Schools: Where A Pay Freeze Is a Pay Raise
Capitol Confidential ^ | 4/25/2012 | Michael Van Beek

In a recent newspaper article, the superintendent of the Fowlerville school district said: “There are no employees are [sic] getting raises. Every position in the district, from mine on down, has taken concessions.”

To those not familiar with the public school bureaucracy’s jargon, this may sound like no employees in that district will get an increase in their salary. That’s not the case. The tip-off comes in the next line: “We do have contractual obligations that have step increments that occur at various times.”

In other words, no employees are getting raises, except the employees who are getting raises.

Here’s how it works. In unionized public schools, there are three kinds of pay raises: “across-the-board,” “step” and “lane.” The first describes increases that are periodically given to all employees under the terms of a union contract.

“Step” and “lane” increases are automatically given to particular employees for racking-up another year on the job (“step”), or acquiring another academic credential (“lane”). In many cases, even if employees get no “across-the-board” increase, they still receive their “step” and “lane” pay bumps.

As demonstrated by the superintendent’s quotes above, many of those immersed within the public school bureaucracy take those “step” and “lane” pay hikes for granted, treating them as virtual entitlements.

This is why pay freezes in the unionized public school world don’t mean the same thing as pay freezes in the real world.

Baseline budgeting.

If you planned on a 10% raise and only got 5%, that's 5% cut, not a 5% raise.

public schooling’s a joke. We need more charter schools, where teachers must earn raises, rather than be handed unionized garbage. And what exactly are fatcat loser public-school superintendents actually doing to earn their fat salaries as they slide up to the gov’t trough??

Union contracts like this, you're paid according to a schedule. For educators, you move up after a certain amount of time or after a certain about of education (completing a Masters or 30 credits outside of a degree program, for instance).

These are all previously negotiated and they couldn't be changed by law.

In the next round of talks, if no one's getting a raise, then this schedule will stay in place and none of the numbers on it will change. On the other hand, if, say, a 2% increase is agreed on, all these numbers go up 2%, and a person who's longevity moved them to another level or who finished their education would say their base salary go up more than 2%.

The Dallas (TX) Independent School District needs to take note. They’re about to hire a new superintendent and he will be the highest paid in the country ... $300,000 plus incentives.

Bull crap,My Daughter has been teaching in the Inner city here in Connecticut for 10 years ,she has a Masters degree and they have those step increases in their Contract and she has Not had a Raise or the step increase for 5 Years, the city has frozen them. They not made their Contribution to her retirement for the same amount of time and they no Money, they are Billions short of their Contributions to her pension. The teachers in her School get assaulted by the students,on special Ed teacher was assaulted so bad he Gave up teaching,What did they do to the Two students? Arrest them or suspend them ? No they took them and put them in My Daughters main stream class!
This bashing of teachers is wrong, they have no Control over the Politicians and Unions who have dictated for Decades the Crap that has become the Public Schools.
Now the answer is take away the teachers tenure ,Fine then what? That is not going to make these people who dont feed thier kids Breakfast Lunch and dinner get anymore involved in their Kids education. Its Pretty sad when a Kid has been punished in school because of bad Behaviour by not allowing him to go on a Class Field trip, but The Kid shows up at 6:30 in the Morning at the school anyway because he has to get the Breakfast the School Provides or he Doesnt eat.
Im sick of this Crap about the Teachers pay, they dont get paid enough for the Crap they have to put up with

We need a law that federal and state retirement systems have to be fully funded. Politicans don’t have the integrity to be trusted with the care taking of retirement funds from people. They are stealing.

Your daughter should not be in that twisted school. Why is she there risking her life for a bunch of losers in a guarenteed losing situation? She should not mix charity and service programs that inspire her to help because they work, with a twisted institution (public school) that does more damage than good.

Some teachers are bullies and dumb as a box of rocks. But the sickness of public school institutions where common sense and common decency don’t reside, make sure good teachers have to twist themselves into the sick institution they serve. It is a no win situation. And as you said, the great Union pay and benefits are a ruse and can not touch the risk of a brutal attack and betrayal of the insitution that is taken by teachers who work in twisted school organizations. Get her out of there.

This bashing of teachers is wrong....
^^^^^^^^^^^^^^^^^^^^^^^^^^^^^

The following is a GENERAL statement about ALL government schooling and is NOT NOT NOT directed at any individual. ( Capitals for emphasis. I am not shouting.)

No one is holding a gun to any teacher's head forcing them to study for and take a job in the government schools. They can quit any time and seek work elsewhere. Yet, teachers’ **willing** go to work every day and open the doors on, establish, and uphold a system of government institutions that do what is listed below, and are more than happy to take a paycheck for doing it. It would **end** tomorrow if teachers chose to say, “NO!”

== Every government owned and run school in this nation is GODLESS! Simply by attending the child must learn to think and reason godlessly just to cooperate in the classroom. How could it be otherwise? Yet...Children are **forced** by law into attending, and taxpayers are **forced** to pay for this religious abomination. Yet, government teachers **willingly** seek a job that does this to children and cooperate with it every day. ( State force means police threat.) If our nation is increasingly undisciplined perhaps we should start with looking at the godless indoctrination established by the government in its schools.

— Government schools have irrational discipline procedures that emotionally and physically endanger the welfare of children and the workers in the schools. It doesn't matter whether these “schools” are urban, suburban, or rural. Every day, here on Free Republic, we see horrific stories about children being harmed in the schools and on their buses, and most often the outrage is from a school that would be considered “good”. Yet, every day, teachers across this nation are more than happy to take a paycheck for establishing an irrational system that they should know will not work.

— Government schools use teaching methods and curriculums known to produce failure, yet every day teachers willingly open the doors to students who they know these programs will fail, and are happy to take a paycheck and pension for doing it.

— ALL government owned and run schools in this nation are a socialist, single-payer, and compulsory entitlement. Simply by attending children risk learning that the voting mob has the power to give them tuition-free schooling. Well? Gee! Why not use that voting mob power to get **lots** of free stuff? Franklin D. Roosevelt wasn't an accident. He was the result of one to three generations of voters being made to free comfortable with socialism by attending socialist-entitlement government schools! Yet....Every day teachers **willingly** open the doors on this outrage.

Government teachers? Yep! I am disgusted with them. Personally, recently I have made a decision. I will not have one for a friend. They are either too evil, too stupid, or too much of a Useful Idiot to be a friend.

( Not proof read. I am in a hurry.)
