Best bet: graduated prepping.
That is emphasize prepping on sliding scales, giving emphasis to expected problems over unexpected ones, acute problems vs. chronic ones, natural problems vs. man-made ones, the timetable of the problem; and “budgeting” of the prep, to include costs, perishability of effort and rotation, storage, transport, and in some cases convertability (swap value).
