Methinks you two are arguing about different scenarios.
Katrina was a localized event of short duration and substantial advanced notice. The whole country contributed to rescuing it. The entitled could, on the whole, sit there for a few days and wait for others to meet their needs; uncomfortable, yes, but not long for the system to restart.
The point of this thread is a national event of indefinite duration and little advanced notice. The entitled would not be helped as the would-be helpers would be suffering themselves.
One city, a few days’ warning, a few days’ crisis, yes warehouses can be raided to compensate.
All cities, a few hours’ warning, ongoing crisis, all warehouses will be emptied in short order and no one available for distribution and no viable infrastructure to distribute on.
Different scenarios.

If the various com links die, either because they are cut intentionally or for whatever reason, SNAP dies. No matter how good the states budget is, no matter if the state is sitting on a pile of cash a mile high.

I agree that the rioters/looters will not be freedom fighters & no one is saying that they will be. What is being said is that certain members of the MSM & political class will try mightily to proclaim them as such.
This is a very strong worst case scenario based on historical experiences from around the world of conflicts based on race/faith/ethnic/political conflicts combined with the fact that entirely to many of our fellow citizens have no clue how to even plant a garden let alone how to do home canning, or how to get by for as little as a week without electricity.

I live in a city and not being wealthy and a high rise resident, I understand stand the murderous hatred that a self identified tribe has for what it perceives to be my tribe. Don’t be to sure about that ,the state of California has been sending out IOU’s to taxpayers instead of checks for tax refunds for years. Grocery stores refuse to cash them & banks & credit unions / savings & loans also were refusing to cash them or accept them for deposit.
The State of California is in even worse shape with regard to its finances than ever before.
The trouble with looking at a single facet of American Agribusiness is that it will invariably look bizarre, and this is the case here.
W. Bush is somewhat to blame for the idea of centralizing food production and distribution. He was very big into the idea of a North American Union, the Plan Pueblo Panama, FTAA, the trans-Texas corridor, and other such nonsensical pipe dream indulgences.
However, that being said, all the second link did was to assert that one part of the system had been bled dry. And this is accurate. But that does not mean that the same has happened to its parallel systems.

Bottom line: Right now, almost 40% of our corn crop goes to ethanol.
The USDA site also says that 4.1% of U.S. corn (2008) goes for high fructose corn syrup. That means that since 29.9% of all U.S. cropland harvested was planted in corn in 2007, 1.2% of all U.S. cropland harvested in 2007 went for high fructose corn syrup. Thats only slightly less than the 1.5% of U.S. cropland devoted to vegetables or the 1.6% of U.S. cropland devoted to [fruit] orchards.
All the US has to do is stop converting corn into ethanol, and in short order, we are up to our eyebrows in corn.
