Why not quote the verse in context, so as to reveal the full meaning?

The rulers that we are told to obey are those which “are not a terror to good works, but to the evil”. If our government becomes a terror to good works, such as defending yourself, your family, and your neighbors, then its power is not ordained by God, and need not be obeyed.
