They are probably over the limit or people for the number of bedrooms in the house also.
In Minnesota it’s 2 adults per bedroom. Kids over 3 or 4 I think it is can only share a room with a same sex sibling.
I would bet Texas has the same type of rule for rental property.

I'm not sure what it is here in Jersey. We go by zoning here. Single-family housing only, multiple dwelling, commercial/residential, etc. Doesn't matter to Hispanic illegals. They have no idea what zoning laws are and think we ''gringos'' are just hassling them because we're ''racsistas''(racists). Then once or twice in the dead of winter some rat-trap with twenty of them goes up in flames from an improperly used space-heater and an illegally converted dwelling and there's another tragedy.

Here in Washington State even Section 8 puts 4 kids in a bedroom now.
I have to plead guilty myself; with six grandchildren temporarily with us in a two-bedroom house any per-room occupancy limits seem quaint.
But it’s still significantly less crowded than was my wife’s house in India.
We, incidentally do have one loud Hispanic neighbor, not drugs, etc., just loud music.
But all the other Hispanic neighbors (three houses) are very quiet.
