MOSCOW, October 14 (RIA Novosti) Russian President Vladimir Putin on Monday called for increased protection for Russian weapons manufacturers intellectual property rights on the global arms market.
The world arms market is rife with examples of illegal copying of others designs, and we have encountered these problems on past occasions, Putin said at a meeting of the Russian Commission for Military-Technological Cooperation with Foreign States.
Our task is to ensure a high level of protection for our science-intensive goods and intellectual property, and defend the rights of Russian producers, companies and inventions creators, Putin said.
The president also urged that the protection of intellectual property rights is strengthened in the manufacturing of Russian armaments in foreign countries under licenses in line with international laws.
Putin stressed that this concerns not only the goods manufactured on the basis of contracts signed during the Soviet period, particularly regarding Eastern Europe, but also the legal protection of our latest arms models.
Experts estimate that exports of illegally produced Russian arms cost the country up to $6 billion a year and also damage Russia's image.
The most notorious example is the illegal production of the famed Kalashnikov assault rifles in at least 15 countries, which is a particular problem in Eastern Europe.

What Russian aircraft copies one of these?
He then said “China I’m looking at you guy!”
The Chinese bought 10 “Evaluation” copies of the latest Russian stealth fighter about 10 years ago and reverse engineered it. They are now talking about exporting it.
They did the same thing with Russian tanks
They did the same thing with Russian submarines
He could also be talking about all those third world tin-pots making copies of AK-47’s.
Given the people these arms get sold to, Putin has about as much chance as a snowball in Satan’s back yard of protecting his goodies.
Now, that’s funny! :-) The commies have stolen intellectual property for many years.
I believe the Soviets licensed the SKS and the AK to the Chinese. Their mistake was thinking that the Poles, Germans, Romanians, Bulgarians, etc. would pay license fees after the Iron Curtain fell. Somehow those folks felt they were owed a little back rent from their occupiers.
The news about the deal between the USA and the Air Force of Ukraine appeared on the US-based website Strategypage.com. The website said that Russias Su-27 fighters were technically similar to F-15 jets, although the Russian planes were 30 percent cheaper.
Several Su-27 jets landed at Langley US air base in the summer of 1992, upon the agreement with the US side. Russian pilots examined F-15 jets at the base and proposed a simulated combat. The US pilots did not like the idea much: they thought that it would be too risky to hold the fight above the base in front of photographers and TV cameras. They eventually accepted the offer, but agreed to hold the mock fight above the Atlantic Ocean, 200 kilometers far from the coast.
A 30 second search of the terms “russian F-15 fighter” produced the stories and links I sent you... now do your own searches to view more....
If anything F-15 borrowed more from Mig-25 (earlier than F-15 design), and F-16 looks a lot like a 1962 Mig-21 variant (Mig-21M aka E-8 earlier than F-16 design).
Just browse for a pictures of both Mig-25 and E-8 and keep in mind both were earlier designs to F-15 and F-16.
That sir just confirms what I posted and you questioned.
Have a nice day now that your questions posed have been answered.
