Most uninsured drivers do so because they simply can't afford the high premiums. So, faced with the choice of buying food for their families, or getting the latest I-phone; paying the rent, or buying the newest pair of Air Jordans, they choose not to pay their auto insurance.

Even lumping many of these drivers into state run "high-risk" pools hasn't solved the problem. ( And if you're a male, teen-age driver, or the unhappy parents of one, then you know what I mean,) Thus, Obama has proposed the Affordable Driving Act, or ADA. When he was informed that this acronym was already in use, the bill is now called the AMVOPA - the Affordable Motor Vehicle Operators and Passengers Act.

As soon as the evil, reactionary Tea Party Republicans in the House stop blocking every initiative that Obama proposes, Americans will soon be able to enjoy great benefits such as these:

*Deductibles will rise to a minimum of $2000, and premiums will increase by an average of 65% across the board.

*There will be surcharges for certain classes of vehicles, among them pickup trucks and all sports cars with seven or more cylinders.

*There will be a surcharge for any new vehicle capable of a top speed in excess of 75 mph; increasing exponentially as the top speed increases arithmetically.

*Motorcycles will have to be equipped with data ports into which the helmet is plugged. The motorcycle won't start until the helmet indicates that it is installed on the driver's head.

*Premiums for 4WD vehicles will be twice that of 2WD vehicles. This is only fair.

*To further promote gender equality, premiums for female teen-age drivers will rise to that of male teen-age drivers. However, there will be a special subsidy for unwed mothers.

*The AMVOPA policies provide tuition grants of up to $5000/semester to attend safe-driving colleges.

*The new AMVOPA insurance ID cards can be downloaded from the DOT website. However, as we are experiencing some glitches due to the tremendous volume, in the interim you will be able to pick up your ID cards at any Post Office during regular business hours.

*There will be a premium surcharge if you regularly transport large animals ( over 75 lbs) in the back seat of your car. If your vehicle does not have a back seat, there will be an additional surcharge.

*You will receive a $50 discount for each cup holder in your vehicle. These promote safe driving, as the more cup holders there are, the easier it is for the driver to reach for a can of beer cup of coffee without distraction. NOTE: To qualify for the discount, cup holders must be ORIGINAL with the vehicle. Those attached with duct tape, velcro, super glue, or similar means will not count.

*Please be aware that at present we have not yet finalized premiums for convertibles. Some staff want to reward them with a discount for being "green," in that the AC will run less, using less fuel, and obviously less steel was used in their manufacture. Others feel they are an inherent danger, and want to impose a surcharge. Staff is presently meeting with lobbyists at fundraisers for Democrat congressional candidates. You can expect the final decision right after a) the Keystone Pipeline outcome is decided, or b) after the 2014 midterm elections, whichever comes first.

*And best of all, if you are driving an uninsured vehicle, and you also don't have medical insurance, and you're unfortunate enough to have an accident, say, because you were DUI, you'll be able to sign up for auto insurance, medical insurance, register to vote, and a policy to cover your legal fees; all this while you are in the ambulance riding to the hospital. A special provision hidden deep in the bill ( again, you'll have to pass it to know what's in it)mandates that all EMT personnel be certified as AMVOPA navigators, and all emergency vehicles be equipped with data transmission capability, to enroll you en route, so that all your brand new insurance ID cards will be waiting when you arrive at the hospital, or the county jail, whatever the case may be.

You may not realize the liberal state governments ALREADY created this problem with over regulation of auto insurance. Caused insurance companies to flee, resulting in higher premiums and less insured.

Perfect unlearned lesson for Obamacare.
