The NICS is an infringement that does little good, but while it is in use, there is no reason any citizen should not be able to buy a gun anywhere else using the system, if the purchase would be legal in his own state.

Bad news: People from WI buy guns in AZ all the time. Rent a condo in Phoenix, go to the MVD, get a photo ID with your AZ "address" and head to the gun show (Mesa this week.)
