If you wanted to control every single

you could... just make an "association"... of
fill in the blanks.
You have an
organization then. It has a hierarchy, it has meetings, communications to its members, it can sponsor events, etc., etc., etc. This way you don't have to send a mind-control expert to each and every one of the group, you just have to control the organization's leadership. As new members come in, the organization is there to "train" them in the organization's "proper way of thinking".
Now here's the one that makes your head hurt...
How else...
could you convince law enforcement leadership...
to show complete disregard for the law
themselves...
as a matter of standard policy.
