If these noises are low frequency there is a greater issue here. No type of hearing protection can prevent the person from hearing it. The human skull is part of a persons auditory system. Low frequency sounds penetrate the skull. Case in point are ones driving around with loud sub-woofers in their vehicles cranked up. The thump thump thump many hear long before any music. For any doubters try this. Nest time your have someone near you with one of these stop up your ears as tight as you can. You'll still hear it.
In the case of the windmills several things can be happening. One is residence may have auditory filtering issues especially at times they need to sleep. Call it dripping faucet syndrome just for understanding it. As you go into sleep the filtering in ears instead shunting down ambient noises will for some reason open up. You'll hear cars. barking dogs, faucets etc than once you get up you likely can not hear. This isn't junk science it's a neurological issue. A wind turbine would be a sound that would not be possible for someone hearing it to silence.
