Yup. All Class VII equipment falls under the acquisition of the hosting agency. In this case it is the various State National Guards and came from their budgets unless other funding sources were used (Fed) which would be a case-by-case basis for what is called 'leveling' where the Fed imposes itself upon the States and determines what type of Guard unit can be within its borders (infantry, aviation, artillery, logistics, etc.).

Apaches are more useful for the regular Army on foreign soil. Foreign enemies haven’t equipped for any large scale ground invasion of the U.S.A. Blackhawks are of more use to the Guard (many more infantry-related soldiers there).
Blackhawks have chain guns, too, BTW, and can each carry a squad of soldiers to dismount very quickly. They move up to just under 200 mph, and I’m leaving out the really good parts.

Being that this is spring, I was just thinking earlier today (after a couple days of windy and stormy weather) that as the plants and trees grow, they need that wind to toughen them up and make them strong and resilient. Perpetually staked trees become dependent on their "chains", too weak to stand on their own. Chauncy Gardener lives.

I suspect that after the initial shock wore off, those Founders who hadn't died from sudden heart attacks would assess the situation and say,
