Chris Matthews: Republican Primary Runoff Is So No 'Black Guy' Will Win

[video] On Hardball today, Chris Matthews offered up a theory on why Republicans have runoffs in close elections in the South. Discussing the Georgia primary, Matthews was noting that it was likely no one candidate would take more than fifty percent of the vote, and had this to say:

By the way, the reason they have these runoffs? Is to make sure no black guy ever won a nomination down there.

For the record, the five Republicans Matthews is talking about - David Perdue, Jack Kingston, Karen Handel, Paul Broun and Phil Gingrey - are all white. No one in the runoff will be a "black guy" that Republicans want to "make sure" won't win.

The institution of runoffs in the south is actually a hangover from Reconstruction. One of the effects of the Civil War and Reconstruction was to give the Republican party such a bad name in the south that the Democrats became the only party. That being so, they realized they needed intra-party democracy to allow people a meaningful vote and not have a bunch of total minority candidates elected; hence, they established runoffs in their primaries. Especially, with blacks otherwise disenfranchised, there was no reason to adopt runoffs to keep them from being nominated.

Chris Matthews really hates the south. He always refers to it as “down there”. I wonder if he has ever been outside of a big lib city before. He is such a close-minded idiot.

I would require runoffs in every race, to include the presidency.

You don’t get 50.000000001 percent, then there’s a runoff.

What about Condoleezza Rice? She has a mediocre track record as Secretary of State, and a bunch of conservatives still swoon over the idea of running her for a major office.
