President Obama declared Thursday that 99 percent of federal employees are not boneheads.
"Are there some federal workers who do some boneheaded things? Absolutely,” Obama said at a town hall meeting in Minneapolis, Politico reported.
The president recalled something that former Defense Secretary Robert Gates told him: “One thing you should know, Mr. President, is that at any given moment on any given day, somebody in the federal government is screwing up.” That, said Obama, is "is true because there are 2 million employees … If 99 percent of the folks are doing the right thing and only 1 percent aren’t, that’s still a lot of people.”
Gates' remarks clearly made an impression on Obama. In Sept. 2012, he also noted publicly that "at any moment in the federal government, there will be people who do dumb things."
The 1 percent principle of boneheadedness probably puts the federal government on par with any other large organization. Of course, it also means that at any particular point in time, in some corner of government, somebody is doing something like pooping in the hallway.

If you count the all the low level people who mean well and are tryign despite the psychopathic upper level management who are grafting at the top, then YES, barry;s staement is technically correct....
Vast majority defined as 51%, I could see that, the problem is that the well meaning but trapped at the bottom because they actually try to do their job usually quit in disgust at some point while the really power hungry bastards who lie will move to the top like the VA people at the top who decided they deserve a bonus.
Also if you count the Millitary as Federal Employees as well then the Majority of Federal Employees are most certainly NOT BONEHEADS...
The MINORITY of Federal Employees are most certainly BONEHEADS, those being the leadership class in the upper levels of Government agencies and Millitary Generals that Obama hasn’t fired because they tow his party line...

Barry probably counted Millitary Members as Federal Employess in his mind when he made this statement....
Which means technically he is correct...
So then 49% - 10%, especially those in leadership of federal Agencies are most certainly boneheaded beer-o-craps....

At first blame the person who was in the job before you. It was all Bush's fault!
Then blame it on your staff. I would have never said ObamaCare was great if I had known what a disaster this Computer website was going to be. The FBI/ATF were not careful enough in Fast & Furious. Lack of security at Benghazi was a mistake. The IRS/Tea Party thing was some rouge agents in Cincinnati. Well it was the defense Secretary who was really responsible for the exchange of prisoners with the terrorists. I didn't know that those running the VA were actually killing people with their neglect, I will seek the resignation of a scape-goat.
He wore out the Blame Bush line. He now understands that “his administrations nearly continuous failures” have worn out the blame his staff line.
Now some of the staff are no longer hiding the Administrations sins. If that continues, things will be leaked to the media of such an explosive nature, that the media might actually publish them. The Big Zero needs to make nice with his staff. It is long overdue, but hopefully the government employees will see through this.
