That has been the attempt, via both what you cite, and a general push in that direction. But no. The written Constitution still only grants certain functions to the Federal Government; still includes specific limitations on what the majority can do. Moreover, the amendments do not actually impose universal suffrage. They simply outlaw certain specific types of limitation, which the States could formerly impose upon the suffrage.
While no one is trying to invoke some of the possible limitations, not out-lawed, other than disabilities for felons; there are still legal ways to limit the suffrage, which in my opinion should be explored. Such as a limitation of voting rights for any level of Government, from which a prospective voter receives an unearned benefit. (An obvious conflict of interest.)
