Were Hitler, Stalin, Mao, Castro, Lenin, and all the other tyrants insane? They all ran entire nations, some stayed in power til their deaths. Depends on your definition, I suppose. I think he’s like them, and death and destruction mean nothing to him, because the ends justify the means, as it does for all leftists.

He’s certainly evil, stupid, incompetent, and in way over his head. How many of his actions are the result of these characteristics? How many are the result of someone (or several someones) pulling his strings?
If he’s getting his directions from multiple sources or from an insane source, it might make him look insane when he really is not.
Evil + stupid is a pretty close approximation to insanity.
Obama is a similar Sociopath as was V. Lenin, who is said to have deliberately allowed millions of his countrymen to slowly starve to death, because they did not want to accept the capricious dictates of the Communist Party.
Obama, similarily, has allowed hundreds of thousands illegal alien children to walk across the border into our classrooms. They arrive, illiterate, even in their own language. They arrive covered with untreated parasites. Many arrive as gang members, ready to create chaos and ongoing tax expenditures to their host country, but not much more than than.
