Is press secretary a congressionally sanctioned federal office, or is it a private staff member like white house counsel, or national security advisor?

It is a position “made possible in whole or in part by any Act of Congress”, in that it is an Act of Congress that supplies funding for Executive Branch staff. It doesn’t have to be a position established by Congress.

Private staff member; I think Hoover had the first one.
